In the era of austerity, how is social care dismantled? - Focusing on changes since the Conservative-Liberal Democrat Coalition Government in U.K. -

Abstract
The study noted recent changes in social care in the UK. Austerity under the British Coalition Government in 2010 was to implement the constraints in social care demand and supply. To achieve this goal, the government tried to reorganize the social care delivery system, emphasizing devolution to the community, integrated care partnership, and informal individuals-community assets. This study reviewed various reports and literature from the British government, in relation to how social care is changing in the era of austerity, and examined the expectations and concerns about community care, which is newly attempted to reform the social service delivery system in South Korea, The results of the study showed that community care can undermine the protection of social rights by distributing local governments¡¯ responsibility of social care to the public-private partnership in communities. The soft version of devolution in social care was not enough to meet financial needs, and also difficult to control resources and organizations without specific legal mechanisms of local government.
